Lake County Community Economic Development Department provides business finance services through a variety of programs. It provides access to business capital through the Lake County Revolving Loan Fund (RLF) and a number of other business finance and business assistance programs. This can be direct assistance or indirect assistance via referral. Funding sources include; Community Development Block Grant (CDBG) funds, the U.S. Small Business Administration (SBA) Loans, the Indiana Department of Commerce (IDOC), Tax Increment Financing (TIF) and Industrial Development Revenue Bonds (IDBs), and loan participation with the Commercial Banking Community.

Examples Of Public/Private Partnerships:

  • Shopping center development - County, through its Redevelopment Commission, provided 9 million dollars and leveraged more than 150 million dollars of private investment. (TIF Bonds)
  • Large steel processing facility - County provided gap financing to help create 100 new jobs. (RLF and Commercial Banks)
  • Industrial expansion - a local manufacturer was able to expand with infrastructure assistance. (County and IDOC)
  • Small Manufacture - a small manufacturer received assistance to install water and sewer lines. (CDBG)

  10-23-2020 Input Needed/Requested for CDBG Plan Amendment CoVid19 CV3 Funds [read more...]

Pursuant to the passed CARE's Act, the Lake County Community Economic Development Department (LCCEDD) is receiving another allotment of CV3 (CoVid Round 3) funds of $1,222,974.00 in HUD Community Development Block Grant (CDBG) funds.  These additional monies must be used to "prevent, prepare for and respond to the coronavirus" pandemic.

HUD has required that LCCEDD seek input from all of our partner communities (16 smaller cities and towns), all of our social service agencies, and county officials for use the funds.  Therefore, the attached notice is an over five day time period for receiving input from partners for the uses of the funds.

Recipients of CDBG CV Round 1 funds (May-June 2020) that have NOT submitted invoices for the allotment provided might NOT receive funds for Round 3.

Please send either an email or a letter requesting funds with description of uses to anticipate and/or offset costs associated with coronavirus.  We do not need to know exact amounts at this time, just need.

Based on your input, a Plan Amendment to the FY2019 Annual Plan for LCCEDD will be developed and a public notice for public comment will be sent out on November 6th, 2020 for a five day comment period starting 11-9-2020.

Once the comment period is over (by 11-13-2020) a plan amendment will be submitted to HUD and a process will be created by LCCEDD to document past, current and future costs related to fighting the coronavirus pandemic.
